If you create a store on machine A (running XP 32) with USMT 3.0.1, can you
load that store file on machine B (running Win7 32) running USMT 4.0, or do
you have to use USMT 4.0 on both systems?

You will have to use USMT 4 on the XP machine to migrate the user state to
Windows 7.
Windows 7.
USMT 3.01 is only use for migrating from XP to XP.
