Can you download and install USMT 4.0 without WAIK?

The trouble is the WAIK image is HUGE. The only piece out of WAIK that I
really need is USMT 4.0. USMT 3.0.1 didn't require a much bigger package
such as WAIK. I'm hoping the same is the case with USMT 4.0. Let me know if
there is an easy way to install USMT 4.0 without downloading WAIK.
