It is Safe to do what I am telling you if you follow what I wrote
Delete everything but I mean EVERYTHING from that MsConfig Start Up
folder hit
Apply. Then go to (in MSConfig) to the Tools Tab and select Registry
Editor and then
Launch
Navigate to the following string
HKEY_LOCAL_MACHINE\Software\Microsoft\Shared Tools\MSConfig\Startupreg
and DELETE
everything in that folder by highlighting it and then Delete.
Repeat the same as above in the Startupfolder is also at the same
location where
Startupreg is.
Then close out by x-ing the Registry Editor and then MSConfig. It will
say to you if
you want to restart the computer and then do it.
When the computer will boot you will have a box showing about MSConfig
and put a
checkmark into the place where it say's "Do not show this again" or
something
similar.
Tell us if this made a difference

What I'd like to learn is how I can tell if an IP address is the genuine
article or not. I'd especially like to use the 'published' IP of Mr
Foldes as an example - is it real or a fake?
Does anyone here have the skill to determine this, or advise me how/what

about who you know and who you blow. We will not get into others' affairs,

started this, and my answer is basically the same. But I will now expand.
I'm not sure you will be able to accept my answer, but hopefully it will
provide food for thought as you continue your online socialization.
Q: Is it possible to determine the source of a post from a header?
A: Possibly, but there are so many qualifiers as to make such an effort
pointless for all but a very few in the world. Even then there are scenarios
where such determination is impossible.
Now the expansion of that answer. This will probably take me some time to
write, and will undoubtedly be over-simplistic. We'll start with myself as
an extreme example, and perhaps work towards the apparent target of your
inquiry, 96.23.118.86.
At the beginning of this conversation I told you that my IP addresses were
genuine. You saw that in a matter if minutes I traveled around the world,
posting from diverse locations. How can we reconcile this?
We reconcile this by accepting that those IP addresses were those recorded
by news.microsoft.com as I posted. No sleight of hand on my part, such
obfuscation is impossible. The addresses are absolutely genuine and are all
that news.microsoft.com, my ISP, your ISP, you, and anybody else on the face
of the earth will ever know about the origination of my posts. If you have
done any homework you will have found that I have been testing Windows Mail
using the Tor network (http://www.torproject.org/) a proxy network which is
currently one of the most advanced ways of gaining online anonymity. You may
read further at that site if you choose, an explanation is beyond the scope
of this post.
At any rate, for all intents and purposes my IP address is genuine to the
entire world. There is nobody on the planet who could divine where I am, who
I am. Some parties may be able to make educated guesses based on things like
my User-Agent (which is shared by millions), my writing style (which I may
be purposely modifying) or other imaginary criteria which they believe
reveal my identity. They may be right or wrong but never have any true
trail, any proof. So in my case you and the world have no choice but to
accept the fact that I am Gino and that I am posting from this IP. In fact
it has been so long since I have actually seen what IP this computer
directly connects to the internet with I could not tell you what it is.
I am Gino, and you MUST accept that. The only things you have to judge me by
are my words. Keep this very important fact in mind as we continue.
The second tier are those IP addresses which may reflect other sorts of
proxies. There is that word again - proxy. What is a proxy? Someone or
something which acts on behalf of another. There are many sorts used on the
internet which act as a middleman between a user and her destination. They
are used for many different reasons and are much more common than you
imagine. A proxy does not impart goodness or evilness. They are used because
of requirement, necessity, or option.
An example of a requirement: A person using a corporate internet environment
may be required per policy to use a corporate proxy to gain access. His IP

An example of necessity: Some people in totalitarian regimes may find that
there are severe restrictions placed on their internet access. The only way
for them to communicate effectively is to find a service with which to
connect that is outside the power of their rulers. Their IP will reflect
that of the proxy.
An example of option: Some people *choose* to access the internet through a
proxy for a variety of reasons. In this day and age convenience would be the
chief reason - connecting to a free Wi-Fi hotspot at a coffee shop is a form
of using a proxy to use the internet. Privacy is another reason. Many people
value their privacy. I gather from the little research I've done on you that
you seem to equate privacy with hiding something (with probably evil
intent). My opinion is that your assessment is wrong. Of course there are
bad
people on the internet hiding things just as there could be bad people
sitting next to you in the pub. I'll come back to this later.
On to the third tier one which includes (or not) your target IP of
96.23.118.86. For us to make a determination about the source of this we are
bound by circumstance to only make assumptions. We have to assume that
96.23.118.86 is an address allocated by an ISP to a single private
individual. We have to assume that only one person uses this address. We
have to assume that 96.23.118.86 is not the address of a corporate, private,
paid or free proxy of any type used by any other individuals. You and I do
not and will never have anything other than assumptions, for the only party
who can tell us with certainty is the entity which allocated the IP, and any
such allocater will not be inclined to divulge this without a court order in
almost all cases. Even then, we would have to assume that our target was
the person sitting at the keyboard at the time. The upshot is that you and I
do not have the power to make any determination about this IP address. Even
so-called IP geolocation services fail miserably, only providing the
location of the offices of the IP allocater - the user may be many
kilometers away. I for one am not prepared to make any concrete
determination of anything regarding any IP based on this multitude of
assumptions. I have learned to accept this.
Now, how to put this reality into practise. Treat the people you meet
on the internet as you do in real life. If you are seated in a pub
surrounded by strangers is it better to assume that everyone is good and go
on and have a good time, or to cower in a corner wondering which person will
draw a knife on you? Should you ask them about their children or should you
demand to know what they're hiding in their rucksack? The impression I've
gotten is that many people on the internet aren't fond of you because of how
you treat strangers. Maybe you don't care, but I have a difficult time
believing you act the same in the physical world. Since I've taken the time
to write this to you, I would ask in return that you strive to make some
changes in your online life that make it more closely match your real life.
The good and evil online and in real life are closely balanced, there is no
reason to act differently in either life. Assume the genuine.
