File Transfer Manager Error

I'm trying to download apps from the TechNet Subscriber section
and it has worked up until last week. Today I get

"There was an error launching File Transfer Manager

If you are running Windows XP with Service Pack 2 or Windows Server 2003 with
Service Pack 1,
this installation may have been blocked. If the gold IE Information Bar is present
above, please
click the bar and select the option to 'Install ActiveX'."

Can anyone shed some light on this? I can run FTM by itself OK but not from
a browser link. I'm running Win 7 Ultimate 32-bit with all the latest updates.

Look into the security etc. settings in IE. It sounds like the ActiveX
download is being blocked.
