Help! Chinese translation

I'd like to translate some chinese characters, either from Traditional Chinese to Simplified Chinese or from Simplified Chinese to Traditional Chinese, using the Chinese translation function in Tools. It doesn't work and just prompt me a message as follow:

'Word is unable to proceed. More than one file necessary to do TC/SC translation is missing.'

Please let me know what I should do to make it work, thanks very much!

It is Word 2000 SR1, there is a 'Chinese Translation' in the 'Language' under the Tools. Whatever choice I made (Traditional to Simplified or Simplified to Traditional).
