If this is a production issue in a business[1], your best bet is to
call Microsoft for support. This newsgroup is individuals who enjoy
*using* the program.
If you're not in a hurry, someone will be along shortly who knows more
than I do.
[1] I'm assuming that anyone with that many copies is a business.

I did a search on the error code, and it appears that one's a generic
"licensing is screwed up". It applies to other software packages, and
to Windows itself, too. There was one success story of someone who
worked with Microsoft Support to apply a patch to S&T, follow by
<mumble>.
