After applying SQL Hotfix - KB815495 (MS03-031) my HFNETCHK does not
update and it's not in Add/Remove Programs as a currently installed
program. So, for future reference how do I know this Hotfix has been
applied?

You can look at
HKLM\Software\Microsoft\Microsoft SQL
Server\<InstanceName>\Hotfixes\<BuildNumber>\KBArticle.
If it is a default instance
HKLM\Software\Microsoft\MSSQLServer\Hotfixes\<BuildNumber>\KBArticle and see
you see the KB Number.
Unfortunately if you have applied multiple Hotfixes you will have to look
into each <BuildNumber> to search your KB number.
