First of all, SQL2000 is up to SP4. You should be installing that, not SP1.
SP1 for server 2003 is not the same as SP1 for SQL2000. They are
different service packs.
IIRC, when you install SQL2000, you will get this message. You should
then install SP4 (for SQL2000) and it should work then.....

In Windows Server 2003 R2 -> Control Panel -> Regional settings and
language -> Advanced Options , The language selected must be English -
United States ; I made this change and the installation was successsful .
