SQL Server Configuration Manager WMI Provider Load Failure

Environment: Windows 7 (x64), SQL Server 2008 R2 Developer Edition. When
launching SQL Server Configuration Manager, receive cannot connect to WMI
provider due to WMI Provider Load failure [0x80041013]. I have been working
on this problem for several days now with no success. I have tried all the
approaches with mofcomp so please do not suggest that solution -- it reports
successful parsing and storing data in the repository just fine. The WMI
service is started, the repository is consistent, etc. Any ideas?

I am having same problem. 2008 SQL Server Express R2 on XP Service Pack 3 (both 32 bit)
mofcomp solution has not workeed, although for some reason, C:\WINNT\system32\wbem is not being recongnized in PATH
