I have a client with a single SQL Server 2005 installation. The server is
licensed correctly. The client has a number of users who may want to create
reports using the Report Designer. Can the client freely distribute BIDS to
anyone needing access to the SQL Server? Can anyone point me to a link or
articly explaining the licensing for BIDS?

Enterprise Edition:

So, as long as your SQL Server is correctly licensed for it's use, you can
install the above "Additional Software" as many times as you like.
