I love your books.

However, it sounds like your replication was not installed
correctly, or not installed under the correct security
context. To fix this I would try to go to Tools |
Replication | Disable Publishing and follow the prompts to
disable publishing completely on your server. Then try to
reinstall (using the GUI) replication (Tools | Replication
| Create and Manage Publications) and then follow the
prompts.

lol...thanks

I tried disabling the publication already and I get the
same "Cannot find stored procedure ''"

I tried dropping everything through sql and that even
gives me the same error.

I'm thinking about reinstalling sql server soon if I can't
get anywhere...

Try running sp_removedbreplication on any database marked as a replicated,
publisher, subscriber etc. Then try creating the publication. Was the
distribution database created when you setup replication?

Well...I was able to remove the replication and then set
up the replication over again.

yes. the distribution database was created when I set up
replication

I still get that freakin error though.

For some reason it just won't allow me to add a new
publication.

Andy,
Try apply 7.0 service pack 4 or reapplying service pack 3. The services
packs contain a replication scripts replcom.sql, sp2_repl.sql etc. What
may have happened is one of the replication scripts failed when applying
the service pack. Each .sql script run during a service pack installation
will create a file with the same name and a .out extension in the
mssql7\install directory. So check the .out files for errors, ex login
failure etc.
