How can I, logged in as sa, reset the password of a user (not a
Windows user, a database user) to a known value in MSDE without
knowing the old password? The procedure sp_password seems to require
the old password, according to the MS doc.

In case anyone finds this thread while searching for the same answer:
It turns out that if you explicitly pass NULL as the value of the old
password, you can skip that necessity. That is, as an administrator
you can issue something like this:
