Our application installs MSDE on the client machines,and we are using BULK
INSERT to insert new data. However, on some of the client machines, which
seem to all be Windows XP machines, as soon as the BULK INSERT statement is
reached in the data process, they receive the following error:
2147217900 - Cannot create an instance of OLE-DB Provider BULK IMPORT STREAM
I haven't found anything on MSDN about this error. One client was fixed
after I had him do all of the critical updates for windows XP, but I do not
know exactly which update may have fixed the problem.
Any help or insight would be greatly appreciated.

I am not sure whether it is related to MDAC component. You can verify this
by comparing the MDAC version on all of the machines. Component Checker
tool can be used to determine the MDAC version,

The first thing I did with the client was install MDAC 2.7 RTM Refresh,
which is supposed to contain the latest MDAC components. The installation
completed without errors. However, after doing so, I ran the MDAC Component
Checker on the machine and compared the version of MDAC installed against
the 2.7 RTM Refresh. For some reason or another, the Component checker said
that the majority of the files (about 20 of them) were not found, including
oledb32.dll. I re-ran mdac 2.7, and ran the component checker again, in
case the first installation was bad. However, the files were still
indicated as not found.
The funny thing is that our program has a lot of database access in it.
Everything else seems to be working fine. MSDE is installed and running,
and we can pull data out of the database just fine. The only part that is
failing is the BULK INSERT that we use to insert new data.
Any other help would be greatly appreciated. The only common thing I could
find between the clients was that they all had Quicken installed on the
computer. Could this possibly be a problem?

You must be Administrator User for open. If you aren't administrator user,
you don't installation MDAC or the other compenents..
