Production of typlib from sapi.idl

Having problems producing a typlib for use with TCL/TK. The command line used follows:
C:\Program Files\Microsoft SDKs\Windows\v7.1\Bin>midl "C:\Program Files\Microsoft SDKs\Windows\v7.1\Include\sapi.idl" /tlb sapirick /I "C:\Program Fil
es\Microsoft SDKs\Windows\v7.1\Include"
The result:
Microsoft (R) 32b/64b MIDL Compiler Version 7.00.0555
Copyright (c) Microsoft Corporation. All rights reserved.
Processing C:\Program Files\Microsoft SDKs\Windows\v7.1\Include\sapi.idl
midl : command line error MIDL1003 : error returned by the C preprocessor (4)
I am big on TCL/TK, very little on C of any flavor. Any assistance would be appreciated.
