SAPI 4 Microsoft TTS Engine Runtime

When the SAPI 4 Speech SDK Suite is installed, it includes the Microsoft TTS
engine and the standard bearer Microsoft voices Mary, Sam, etc. But it
doesn't include the redistributable files to install that engine. The SAPI
5.1 engine is available in redistributable form, but it is not compatible
with MSAgent.

Can anyone point me to a redistributable form for the SAPI 4 compatible
Microsoft TTS engine?

It's supposed to be accessible from here:

But it is not listed. Either they have intentionally or accidentally
removed it.

I suggest an email to them to see if they can add it back to the list of
downloads. (It may still be a download somewhere on their servers, but
finding it without an easy link would be daunting).

I figured out where to find the runtime. When installing speech SDK 4, it
creates a set of executables for each portion of the program - including one
called mstts.exe. Copy this file from the temp directory while the install
is running (it will delete the temp directory files when the installation is
complete).
