Error producing typlibs from sapi.idl using MIDL

Have developed a speech rec app in tcl/tk but would like to used the enumerations and definitions contained in the sapi.h and sapi.idl files in conjunction with Tcom. (twapi would be an alternative)
If anyone has been successful in doing so please advise.
Using MIDL as follows:
C:\Program Files\Microsoft SDKs\Windows\v7.1\Bin>midl "C:\Program Files\Microsoft SDKs\Windows\v7.1\Include\sapi.idl" /tlb sapirick /I "C:\Program Fil
es\Microsoft SDKs\Windows\v7.1\Include"
The result:
Microsoft (R) 32b/64b MIDL Compiler Version 7.00.0555
Copyright (c) Microsoft Corporation. All rights reserved.
Processing C:\Program Files\Microsoft SDKs\Windows\v7.1\Include\sapi.idl
midl : command line error MIDL1003 : error returned by the C preprocessor (4)
I am big on TCL/TK, very little on C of any flavor. Any assistance would be appreciated.
