I've found the documentation http://msdn.microsoft.com/en-us/library/ee125077(v=vs.85)but no where can I find the download link ?

You probably found out by now, but I believe it ships with Windows SDK in Windows 7. I am just figuring this stuff out, so I may be wrong. SAPI 5.1 is the last redistributable.

I tried installing the Windows SDK, but did not see anything speech related.
