Does anyone know of a way/tool that would allow me to compare what is in a
VSS folder of current EXE's to a folder that would reside on a separate
server with EXE's, and could be used to compare dates of those EXE's?

Hi Rob,
As I know, SourceSafe does not support external diff tool. You may get
the files to local folders and diff them using a tool that supports
comparing binary file.
