Can SMS 2003 SP3 Patch Server 2998

I work in an enviroment that is still using SMS 2003 SP3. We use the ITMU
tool to deploy patches. I am unable to deploy to Server 2008. Any time I
try the Scan Tool fails to run (Because as far as I can tell it is not
installed.) I have tried to use the information contained here,

, to correct the situation but it will not allow me to install the
sms2003r2-cupt-kb953592-x86-enu.msp hotfix. I have combed all of the forums
and cannot find an answer. If anyone has any input it would be greatly
appreciated. Even if the answer is "No" I will accept it. If anything it
will be more ammo for me to get management to allow us to upgrade to SCCM.

I'm told it should work, I would review the ITMU logs files to see what
is going on.

BTW if you want the answer to be "NO" then it is "NO" :-) Yes, you
should upgrade to ConfigMgr. :-)
