I've installed the english version of SCCM 2007 with SP1 about two weeks ago
where no ICP packages for SP1 were available (I've started with the version
included SP1 and not without SP1!). The enterprise is multilanguage and so
it would be a good idea to deploy at least ICP1, too.
My question: what is the right strategy to "upgrade" all already intalled
clients out there in the infrastructure with ICP SP1? SCCM doesn't do this
automatically unfortunately. Deploying it with a GPO could be a problem
because I would manage the deployment just to the machines where a client is
installed (today this is not 100% because of holidays).
I cannot find any documentation how to "upgrade" a non ICP-SP1 environment
to an ICP-SP1 environment (looking at the clients).
What I have done so far (and succesful) was the installation of the ICP
Package on the Site server.

just use ConfigMgr's software distribution to install the ICP.
