SCCM R2 OSD Issue

I am trying to deploy a vista wim file with the SCCM R2 OSD feature. It
looks like it is going to build, it boots up, formats the hard drive, and
starts loading, and in the middle we receive a failed error code 0x80070002
Task Sequence. When I look at the error logs this is what it shows.

The task sequence manager could not successfully complete execution of the
task sequence. A failure exit code of 16389 was returned.

The task sequence execution engine failed execution of a task sequence. The
operating system reported error 2147942402: The system cannot find the file
specified.

The task sequence execution engine failed executing the action (Setup
windows and ConfigMgr) in the group (Setup Operating System) with the error
code 2147942402
