srvboot.exe and SMS_SERVER_BOOTSTRAP fail to start

link library USER32.DLL failed. The process is terminating abnormally.
Also in the EVENT log we get Event ID 7000,
SMS_SERVER_BOOTSTRAP_ourservername service failed to start due to the
following error: The service did not respond to the start or control request
in a timely fashion.
Anyone got any ideas on this please?

I had the same problem until I removed MS-Proxy 2.0 from my PDC to a stand
alone server, but you can also try the trick in Q142676 in
http://support.microsoft.com/search/default.asp
I used both and after quite a furious battle against SMS 2.0 Sp1 now its
working "almost" fine.
