Possible cause: SMS Site Component Manager does not have sufficient access
rights to administer the site system.
Solution: Verify that the Site System Connection accounts are properly
configured to allow SMS to administer the site system.
SMS Site Component Manager uses the SMS_SERVER_BOOTSTRAP_"My Site Server"
service to install SMS server components, and cannot install component
SMS_EXECUTIVE until the existing SMS_SERVER_BOOTSTRAP_"My Site Server"
service can be deinstalled. If this problem persists and you cannot fix it,
refer to your SMS documentation or the Microsoft Knowledge Base for further
troubleshooting information.
Has anyone had this problem if so please advise. I have searched the
knowledge base with no luck. I have tried all the suggested solution with
no results.

Also check that servers drive space for the SMS components in addition to
ensuring the server has a NTFS formatted partition.
