How to read IMSI or CID from SIM-card?

Hello,
How to read IMSI or CID from SIM-card?
I do use a smartphone and Windows Mobile 2003 and would use TAPI 2.

In an old project I dit use serial communiction and AT commands
AT^SCID: Display SIM card identification number
AT+CIMI: Request international mobile subscriber identity

But may be other ways are possible?
