Cannot change password from the client computers

Sir(s),

Please help me. The client computers using windows XP (operating system)
connects to SBS2000 Server domain controller.
My problem is, users cannot change their passwords from the client computer
using windows XP.

Please help of what could be the problem.

Further, the concerned user in his/her workstation, the concerned user has
the administrative previleges where he/she can change/modify any settings.
