You won't be able to use the 3rd nic to do this
You will need to purchase a Dual WAN router
 
This newsgroup is for a much older version of small business server
SBS 2003 is supported at microsoft.public.windows.server.sbs

How do I connect two ISP Broadband connections at Windows Server 2003 Small
Business?

With one ISP its working nice, however we need do avoid fail with one ISP.
We have 3 NIC cards. At this time only 2 are in use. I need to put 3rd with
an other ISP and distribute internal demand to both ISPs.
