SBS 2003 Reboot hangs

I have tried rebooting one of my clients server and it wont reboot.

Interestingly, the server continues to work but you simply cannot RDP or
logon locally.

So I found this knowledge base article
http://support.microsoft.com/kb/930045

I went ahead and tried the shutdown -r -f -m \\servername from another PC
and got the message A system shutdown is in progress. Then I tried
shutdown -a -m \\servername and got the same message.

Anyone here has seen such issue? If so, is there anything else to do besides
power cycling the server? Please let me know.
