Intranet IP mapping

I am running analysis on an Intranet which uses no DNS server. The first two
parts of the IP address indicate the office where the computer is located. I
have a list of offices (about 200 offices) and their corresponding IP
address and would like to produce a report showing visits per office.

I would like to do import a data file of the format:

Hostname Office
70.1.* San Francisco
70.2.* London

But the wildcard doesnt work. I can use a filter for each office but 200
filters is a slow process. Is there any other way?
