Can't install ActiveX control on XP

We've been using the ActiveX control on our intranet publishing system
for quite awhile. Recently, we've testing the new XP image that we'll
be rolling out to all our employees' computers and we're having trouble
with the ActiveX control installing. All the ActiveX security settings
in Internet Explorer are set to allow/enable. It works fine if you're
logged in as an administrator on the machine, but it won't install if
you're not. We're guessing that it's choking when trying to write to
the registry, but we're not sure. Does anybody know how we can work
around this? Is there a page out there that lists all the changes that
the ActiveX install makes to the machine?

I should mention that we've already made the change required for
Internet Explorer 6.0 SP1.
