Document library folder level security

We used the SPS 2003 Document Library Migration tools: spout.exe and
spin.exe to migrate our document library from SPS 2001 to SPS 2003.

On the new SPS 2003 server, we now have one document library with 15 top
folders and 2000+ documents but all domain users can see all folders. In SPS
2001, we could set permissions at the folder level, but this does not seem to
be the case in SPS 2003? How should we handle the structure of the document
library so that we can control access to these folders? (using active
directory groups and users)

Any help would be greatly appreciated!

I heard that installing SPS 2003 without SQL may solve the problem but I
have not been able to confirm this on the Microsoft site.
