Last Modified date mismatch between doc library in portal and webdav (at filesystem level)

I've run into an interesting situation where the "Last Modified" dates
don't match up between the webdav and doc library. Here's the scenario:
I have a document library that I want certain users to be able to sync
to a portable drive. When I modify the document in the library, the
library reflects the proper last modified date. When I access the
library using webdav (i.e. using XP and Explorer -
\\portal\sites\syncsite\shared documents) the date does not reflect the
latest modified date.
This poses issues with the sync software as it compares the date of the
file that last time that it was sync'd. Even though the file has
changed the Last Modified date has not been updated.
The goal is to have a doc library that can be maintained and when
documents are added or updated, they can re-sync to pull down the
latest info without having to physically copy the files using the
explorer view in the doc library and paste them onto the removable
drive.
Has anyone else run into this before?
