SAS70 Type II Certification / source control / issue tracking

Hi guys. This worked in the past, so I'm gonna give it another try. ;)

Our company is working on SAS70 Type II certification, which requires the
following as part of our source control / issue tracking systems:

1) When an item is checked in, it *must* be linked to a particular issue or
issues in the issue tracking system.

2) Check-ins are not to be commited until approved by a manager using #3.

3) Need ability to list issues w/ pending check-ins, showing corresponding
code changes. Manager can then approve those changes, at which point they
are fully checked in for all developers to see.

4) Visual Studio 2008 integration for the source control / associated issues
selection.

I'm currently coding issue tracking/email integration for Sharepoint to
replace our current BugTracker system. We can use that but would be willing
to replace it for a combined source control/issue tracking system that met
the above requirements out of the box.

Any ideas? Thoughts?
