Could the problem be an access rights issue? Our structure is such, that we
have a company wide main site, and then subsites for departments, and I have
Web Design rights for our sub site, but not to the global root site (there I
only have Contributor rights, I think).
The guide I use

"To add a list template to the site gallery, the Add Item right is required.
By default this is provided for Web Designer and Administrator group
members, but other groups can be given this right if required.
To add a list template to the site collection template gallery using an
“.stp” file, follow these steps:
From the top-level Web site, click on Site Settings
Under the Administration link, click on Go to Site Administration
Under Site Collection Galleries, click Manage list template gallery
Click Upload Template
Browse to the list template file, or enter the path and name of the file
directly. You can upload several list templates at once by clicking on
Upload Multiple Files. "
On the root page I don't have a Site Settings box (no rights), but I'd want
to import the stp only to our subsite (I'm trying to use it to export a
discussion board with content from our old server to our new one). On our
subsite, I have the option Site Settings, but there under Site Administration
heading there I see only the items "Site libraries and lists" and "Content
and structure", i.e. no "Go on to Site Administration".
Am I missing something (more or less) obvious or is this just an access
rights issue? If the latter, could you tell me what rights I would need? Do I
need Web Designer rights also for the company-root site?
