From your post, I understand the problem is that when you perform a MOSS
2007 restore test, the restore process failed with the "This operation uses
the SharePoint Administration service (spadmin), which could not be
contacted. If the service is stopped or disabled, start it and try the
operation again" error message.
If I'm off base, please don't hesitate to let me know.
To my knowledge, the local administrator has enough permission to backup
and restore the MOSS 2007 server. Based on my research, this issue can be
caused by the improper account settings. I suggest we try the following
steps to solve this problem.
Step 1: Check the Windows SharePoint Services Administration service
==========
Go to Services MMC to check if the Windows SharePoint Services
Administration service is started. If so, for test purpose, please set the
logon account to what you used to perform the restore and then use this
account to restore the MOSS 2007 again.
If the issue persists, let's go ahead.
Step 2: Create a new local administrator account
=========
1. Create a new administrator account on the server
2. Logon Central Administration site to perform the restore again to see if
it works.
If the issue still remains, please collect the following information for my
research.
MPS Report

a. Download MPSReport tool from below URL:

b. Execute the tool on the computer, and if you are prompted "Include the
MSINFO32 report?", please type Y.

I have a full backup running each night on my MOSS 2007 stand alone server.
I want to practice a restore so I know the procedure before a failure. I
setup a separate machine and install MOSS 2007. I delete the default site
it puts on port 80 so I can restore the backup. I copy the backup files to
the C. When I try the restore, it says
"This operation uses the SharePoint Administration service (spadmin),
which
could not be contacted. If the service is stopped or disabled, start it and
try the operation again."
From my searches this seems to be a permissions issue. Both the backup and
attempted restore are done with accounts that are local administrators. In
some tests, they are the same account and it still fails.
Any ideas?

I am glad to hear that the issue was fixed after starting the Windows
SharePoint Administration service.
In answer to your question, to my knowledge, the Windows SharePoint
Administration service should be started automatically when some
administration operations are performed on the MOSS Central Administration
site though the Startup Type of this service is set to Manual. As for this
problem, it is most likely that some application or service, such as
antivirus software, is conflicting with this Windows SharePoint
Administration service in the background.
