Copy Subsite using content and structure(Workflow process missing)

All sites have been created using "Publishing site with workflow". Top Level
Site has several regions as subsites. Each region has few departments (same
departments in all regions).Each department has few subsites. I have created
a region with the specified structure and copied that region's subsites to
other regions using content and structure. We are using "publishing site with
workflow" because users will be editing pages and submit them for approval.
It looked like it copied everything. I added a page to one of the subsites
underneath of a region's subsite and when I clicked on "Submit for approval"
it did not go through the workflow process. I went to the pages library and
clicked on workflows from the "dropdown context menu" it took me to
“_layouts/Workflow.aspx" . Under "Start a new workflow”, it says that "There
are no workflows currently available to start on this item.”. I do see that
the out of the box "Parallel Approval" workflow is available till the "Region
Level" and not beyond that level. Please help. I really appreciate it.

I realise this is an old post but currently come across this problem as we are copying sites quite a bit.

Try going to site features, and check that the Publishing feature is
enabled.
It is possible that all of the libraries were copied, but the feature
was not properly enabled.
