Sharepoint Permissions

I have a document library. I want to add additional security to 1 specific
doc in the doc library i.e. the file should be visible when users go to the
doc library but when they try to open it, they should get an error. I have
tried customizing the permissions but so far all I have been able to achieve
is

1) File not visible at all in the doc library

2) File visible and can be opened but not checked out

What I want is

1) File visible

2) Can’t be opened i.e. I don’t want users to read the contents of the
file

I am the site collection admin and can create custom permissions if
required. I have tried changing granular level permissions but didt now work
for me.
