Can you please point me to the documentation? I cannot find any reference to
this.

based on my research, it is likely caused by some other issue in the
sharepoint system instead of the certain property it mentioned(which is a
internal implementation related info). Have you found any other obvious
error in the ULS log or windows event log? Or was there any other obvious
changes or problems occur with your sharepoint server?

Based on your response, I summarize that we don't have the property to play
with and there is no documentation. I suggest you tell the product time to
remove this message from the logs; SharePoint is confusing enough.
In some former issues, the ULS log entry will contains some other error
message before the "To improve performance, you should set the
portalsuperuseraccount property" line.

Is this the right one for WSS and MOSS?
I think the link is correct. So far the sharepont feedback on Connect site
is new opened, and generally it will focus on the new release or prerelese
components(as the VS extension). However, you can also submit any
sharepoint related request there as most of the feedback are monitored by
the same product team.
