We cannot activate the following site collection features:

When we try to we get the following error:
"Value does not fall within the expected range."
and these errors appear in the logs:

A few questions:
1. Are you using service accounts for the application pools or an
administrator account?
2. Have you tried the following command: stsadm -o activatefeature -name
PublishingResources -url http://website (after this manually activate the
feature)
3. Is your application pool account a member of the wss_admin_group (local
group on your SharePoint server)?

Yes we are using a domain account that is set as an administrator on the
server and is part of the wss_admin_wpg group.
I think we tried the activatefeature command but recieved the same error.

Did you ever find a solution to this. I have the same issue on one of my
site collections. 3 other site collections activated without any issues.
