Internal Error 0x80090020 while getting CSP List

We have Win Server 2003 as Webserver with SSL and CA installed. When I try
to request Certificate from my Win2000SP4, the AcitveX Component downloads,
but direct after I get messagebox: "An unexpected error (0x80090020) ocurred
while getting the CSP list.". On other computers (partly also Win2000) there
are no problems.

After searching I found that my xenroll.dll is 174712 bytes long, but the
downloaded 174200 bytes. Also the "Microsoft CSP Test Suite" gives some
errors:
