You won't be able to use Windows Update or Automatic Update until you've
gotten SP3 installed. Yes, you can skip SP2.

From a different, working computer download the full Service Pack 3 and
either burn it to CD-R or put it on a USB key with enough capacity. Follow
the preparatory suggestions and then install SP3.

Have you used anything other than a brand-new or freshly formatted USB key
on the computer since the clean install?
May we assume that you don't have a valid anti-virus application installed
yet (seeing as most AV apps require WinXP SP2 or SP3)?

After the clean install, you'll have the equivalent of a "new computer" so
take care of /everything/ on the following page before otherwise connecting
the machine to the internet or a network and before using a USB key that
isn't brand-new or hasn't been freshly formatted:

Tip: Before you proceed with the clean install, download the installers for
SP3 and your new AV app & save them on a brand-new or freshly-formatted USB
key so that you'll be able to (1) install SP3 and the AV app offline
immediately after you complete the clean install, (2) manually update the AV
app immediately after going online for the first time, and then (3) checking
in at Windows Update to install all post-SP3 critical security updates.
