how to remove a Web page that occupies the home page of Internet exploror

An unwelcomed Web page occupied the home page of my
Internet Explorer. I tried everyways to remove it from
tools bar properties (home, security, advanced), but it is
always there.May be it has created a cookies on my
harddrive? How can I remove it? Have to change harddrive?
