Can I encrypt files for security reasons in Windows 98
when they are saved to the hard drive and if so how?

You need third party software to do this. Some may be had for free. Be
sure you back up your encryption keys in a safe place [e.g. NOT your
computer hard drive] or else you could lose all your files forever.
