Attachment blocking

Been thru the "tools-options=security' bit There is no
box to uncheck that says '--- attachments'and I do have
norton virus up to date. and OE is still blocking safe
attachments. Hellup. Doug

What version of OE?
How do you know that it is OE that is blocking the attatchments?
