Malicious Removal Tool downloads but wont run

iv downloaded it once a month to run it when its not scheduled to run, just to backup the function and scan for maleware, this month i downloaded it, went thru "allow program make changes" screen, and proceeds no futher, exiting the program and it wont run, far as i can tell its denied because software no longer compatible or something...which is clearly not the case because tool is windows 10 64....this feels like a stealth virus preventing the tool from opening...ran two AV programs on it (maleware bytes and avast) nothing turns up....what do i do???? please help, thanks

Have you tried booting the machine in Safe Mode, and then running the
Malware Removal Tool? I know I had one machine that kept bjorking out on
switching it on, but then did the fix.
