Using certreq to generate and submit subCA certificate renewal

Having trouble using GUI to renew sub CA from standalone root CA. Been using
GUI to renew for about 4 years and not had a problem before. erroror
received was

"Invalid provider type specified. 0x80090014 (-2146893804)"
Would rather try to use command-line to generate request and submit and
worry about debugging this error later. If someone could provide the correct
syntax to gnerate and submit request using certreq much appreciated.
