Trouble reading correct Russian fonts on CD-ROM

Hi all!
Say I have a old IBM Thinkpad running Windows 98. I have added the Language
kit in Windows 98 for Russian and Ukraine. So I can for example type in
Russian. But when I insert a Russian CD-ROM all the file names are gibberish
and I can't read them or install programs. Any idea's on how to fix this?
