Accessing reports on Report Manager. What is missing?

This message pertains to the following configuration;
Windows XP Professional SP3
SQL Server 2008 RTM Names Instance
All Services use Windows authentication
Reporting Services Native Mode
Report Server and Report Manager accessible from Configuraiton Manager
Reports of type RDL and Models are deployed to the Report Server from VS
2008 SP1

Item level Roles were created for windows users account on the Report
Manager in the Properties tab of Report Manager Home page. Some with more
permissions and some with fewer permissions.
Logining in as one of the users(not the Compuer owner) and try to access the
Report Manager results in the following error.
Error Details:
Error message 401.3: You do not have permission to view this directory or
page using the credentials you supplied (access denied due to Access Control
Lists). Ask the Web server's administrator to give you access to 'C:\Program
Files\Microsoft SQL Server\MSRS10.SANGAM\Reporting
Services\ReportManager\home.aspx'.
Even after sharing the Report Manager's folder which has the home.aspx page
the error continues.
What is missing?
