RMS and MOSS2007 SP1

Dear Sir,

I have implemented RMS with MOSS2007 SP1. I have no issue while installing
and configuring but one issue is for instance when i open a document and i
have full access as i am administrator of MOSS, i open the document and
specify the rights for individual user , sir i will also want to tell you
that we have implemented RMS with Moss 2007 in testing enviornment and it was
like a charm every thing was working fine now we have implemented in
production and the problem is when i try to give access rights to individual
user for instance i have three users adnan , amjad and ali , i select ali
and give rights to only print , then i select adnan and give rights to print
and edit , and select amjad and give all rights but this is not the case as
if i gave full rights to amjad this all options also available for other
users as well so this is the only problem if i set it view all the user are
able to view the document means that i am not able to give access rights
individually to each user , my question is how i can achieve this as i have
in testing enviornment.

Windows Server 2008 x64 + sql server 2008 x64 + adrms server x64 and domain
controller are seperate.
