RMS - Export (Save As) disabled

Currently I'm working in an AD RMS project and I'm having an issue related
to the Export (Save As) of the Outlook.
I created two different user ("User A" and "User B"), each one in a
different group. Let's say that the "User A" (A) can do anything with an
email and the "User B" (B) cannot foward emails received from the A.
If I send an email from A to the B, B cannot forward the email AND ALSO
cannot export (save as) the email. It should be able to export the email. I
do not understand what's happening.
Everything seems fine. I created the permissions in the RMS (and they are
correct). If I change other permissions, they did well. The unique problem is
related to the Export. It seems that if I don't have full control for B, I
cannot export emails received from the A.
Have you any idea of what's happening, or it is the correct behavior of the
RMS (we must have full control over an email, to be able to export it)?
