Are you using IE 32-bit or IE 64-bit? I believe you have to use the 32-bit
version of IE as the 64-bit version cannot load the ActiveX control.

Probably. I have just activated mobile reader without any problems (Win7
64-bit). Just have to run IE with Administrative privileges - right click IE
icon, then right click on Internet Explorer, than "Run as Administrator". Now
activation will work without problems.
